Job Summary
The Georgia Department of Labor is seeking a of Reemployment Services and Eligibility Assessments (RESEA) Program Manager. The RESEA program requires employees to work in specific, designated career centers.
The RESEA Program Manager provides statewide leadership, oversight, and strategic direction for the RESEA program. This role is responsible for ensuring program integrity, federal compliance, operational excellence, and performance outcomes across all service locations. Under the leadership of the Director of Workforce Re-entry Services, the RESEA Manager will oversee RESEA Supervisors, Coordinators, and Relief Coordinators, ensure consistent implementation of policies, procedures, and service delivery models while drive measurable improvements in reemployment outcomes. This position requires strong coordination across divisions, data-driven decision-making, and the ability to manage a federally funded program with high accountability standards, while contributing to the Department’s mission of reducing unemployment duration and supporting Georgians in returning to work. Travel is required to support field oversight and program alignment.
The Georgia RESEA Program is a federally funded initiative that provides referrals for career services to address barriers to employment, case management, and eligibility assessments to unemployment insurance claimants. The program is expanding statewide with new staffing investments, enhanced case management, and technology modernization. Current priorities include:
- Reducing unemployment duration and improving reemployment rates
- Strengthening individualized services and addressing participant barriers
- Improving the accuracy of claimant profiling and ensuring scheduling integrity to meet program standards.
Essential Functions and Responsibilities:
- Assure agency compliance with policies, appropriate documentation, and reporting requirements
- Build and encourage a cooperative team-oriented environment within unit(s) and with other agencies and providers
- Facilitates communication within the unit(s)/agency on a specific case level as well as on a procedure/policy level
- Direct and manage the day-to-day operations of the statewide RESEA program
- Provide leadership and guidance to RESEA supervisors across multiple locations
- Ensure consistent development and implementation of RESEA policies, procedures, and service delivery standards while maintaining federal policy compliance
- Monitor workload distribution and staffing alignment to meet program demands
- Identify operational gaps and implement process improvements to increase efficiency and effectiveness, enhance service delivery, and streamline operations
- Lead process standardization and operational streamlining efforts to improve efficiency and program consistency across all locations
- Oversee accurate and timely submission of federal reports
- Maintain audit readiness and respond to federal monitoring reviews, findings, and corrective actions
- Collaborate with internal and external partners to ensure data integrity and reporting accuracy
- Monitor program performance against federal and state metrics, including participation, completion rates, and outcome measures
- Analyze data trends to identify risks, gaps, and opportunities for improvement
- Develop and implement performance improvement strategies to meet or exceed federal benchmarks
- Ensure alignment between program activities and outcome-based funding requirements
- Supervise and support RESEA supervisors, providing coaching, training, performance management, and when necessary, corrective and/or disciplinary actions and/or discharges
- Promote a culture of accountability, consistency, and high-quality customer service
- Identify training needs and support the development of staff competencies across the program
- Facilitate communication between leadership and field staff to ensure clarity and alignment
- Lead the RESEA program through system modernization efforts, including implementation of new technologies, process redesign, and change management
- Partner with IT teams and vendors to ensure system functionality aligns with operational and federal requirements
- Champion innovation and adaptability to keep the program aligned with evolving guidance and workforce needs
- Ensure modernization efforts maintain compliance and protect federal funding tied to program performance outcomes
- Build and maintain strategic partnerships with internal divisions and external agencies
- Align services across agencies to improve outcomes for shared customers
- Develop coordinated service delivery strategies that reduce duplication and close service gaps
- Integrate RESEA into the broader workforce system as a driver of reemployment outcomes
- Represent the program in cross-agency initiatives and collaborations
- Identify opportunities to enhance service delivery and expand program components
- Contribute to grant planning, implementation, and performance alignment
Qualifications:
Bachelor's degree in a related area from an accredited college or university and three (3) years of job-related subordinate management experience in a human service delivery program; or related certification and two (2) years of job-related subordinate management experience in a human service delivery program; or two (2) years of experience at the lower-level Mgr. 1, Social Svcs. (SSM010) or position equivalent.
Preferred Qualifications:
- Two (2) years of experience supervising supervisors or multiple teams across multiple office locations.
- Experience administering federally funded grant programs.
- Experience interpreting and implementing federal guidance, regulations, and policy.
- Experience with performance measures, continuous quality improvement, and operational excellence.
- Experience leading through change while maintaining employee engagement and accountability.
- Two (2) years of experience processing unemployment insurance claims and/or conducting BERs (Benefit Eligibility Reviews).
- Two (2) years of experience working with RESEA.
