Job Summary: 

The CAPS Scholarship Administration Manager will work closely with and report to the CAPS Scholarship Administration Directors.  The Scholarship Administration Manager leads a regional team of approximately 11 staff to include a CAPS Scholarship Administration Coordinator and CAPS Scholarship Administration Specialists who are responsible for conducting the programmatic and operational activities of the scholarship administration function/section of the Childcare and Parent Services (CAPS) program within the Department of Early Care and Learning (DECAL). This includes oversight of the eligibility determination process for participation in the CAPS program. Assists CAPS leadership in identifying and developing CAPS division work plans, and in managing timelines and component project steps to achieve project deadlines and objectives. Ensures appropriate staffing within the scholarship administration unit with qualified professionals who are effectively motivated and routinely evaluated against performance goals. Maintains comprehensive knowledge of current trends and developments in the assigned field.  Handles special projects and other responsibilities as assigned. This position is home-based and requires some statewide travel.

Job Responsibilities:

Assists with managing the operation of a comprehensive system of child care financial assistance and social services for families with a focus on innovation and system building, as well as improved performance and accountability. Leads a team of CAPS Scholarship Administration Specialists who are responsible for the eligibility determination of families for CAPS scholarships and ensuring service delivery adheres to all federal and state requirements.

Guides and oversees approximately 11 staff responsible for scholarship administration that includes:

  • Processing electronic and hard copy initial applications for CAPS scholarships to determine program eligibility.
  • Verifying eligibility through appropriate documents and contact with consumer's employer, education institution, and any other third-party entity that may verify eligibility; and applying eligibility policies accordingly.
  • Processing electronic and hard copy child care applications for initial eligibility and renewal of child care services from Department of Family and Children Services (DFCS) and/or partner agencies for CAPS scholarships to determine eligibility.
  • Providing resolution to customer concerns and issues that arise.
  • Providing initial consumer education and resources.
  • Conducting monthly quality assurance case and call reviews to ensure process and data integrity.
  • Monitoring staff work to provide trend-based targeted training to employees.
  • Ensuring the region and/or staff meet all Federal benchmarks and reporting requirements related to CAPS.
  • Ensuring staff are performing in compliance with CAPS policies, procedures, and appropriate documentation standards.
  • Strategically plans and manages scholarship administration staff workload, in collaboration with CAPS Scholarship Administration Director, to accomplish DECAL mission and goals.
  • Works in close collaboration with family support, program administration and provider relations sections of the CAPS division to ensure seamless service delivery to all families and providers, and exemplary customer service.
  • Analyzes and assesses the effectiveness of existing programs to ensure the identified outcome measures are achieved while driving continuous improvement efforts.
  • Interviews, hires, directs, and trains scholarship administration staff.
  • Evaluates the performance of, and after appropriate consultation, when necessary, disciplines and discharges employees.
  • Facilitates communication within the division and with other divisions of the agency, such as the audits and compliance and legal divisions on a specific case level as well as on a procedure/policy level.
  • Provides general customer service support to customers, child care providers, general public, partner agencies and stakeholders who call the CAPS customer service number.
  • Prepares and presents periodic briefings on scholarship administration staff progress towards established goals and initiatives to the CAPS Scholarship Administration Director.
  • Participates in cross-divisional projects and committees, focus groups, and community presentations as assigned.

Required Qualifications:

Bachelor's degree in a related area from an accredited college or university and two (2) years of job-related supervisory experience in a human service delivery program; or related certification and one (1) year of job-related supervisory experience in a human service delivery program; or two (2) years of experience at the lower level Social Svcs Prgm Mgr Spv (SSP023) or equivalent position.

Preferred Qualifications:

Bachelor's degree in a related area from an accredited college or university AND two (2) years of supervisory experience in a human service delivery program. 

  • Current or previous CAPS program work experience
  • Current work experience in another DECAL program
  • Three years or more of experience in a child serving state or community program or organization.
  • Three years or more of experience working with vulnerable populations, including families who lack fixed, regular, and adequate housing, children with disabilities, and those whose home language is not English.
  • Three years or more of experience working with low-income families.
  • Three years or more of experience managing or overseeing an application or eligibility process in a human services program.
  • Knowledge and training in creating a customer service centered culture and integrating exemplary customer service into processes and procedures.
  • Knowledge of CCDF federal regulations.

Technical Competencies:

  • Excellent oral, written, analytical, presentation, and interpersonal communication skills.
  • Demonstrated ability to form and maintain collaboration among partners.
  • Demonstrated ability to develop and deliver training and presentations.
  • Computer skills in Microsoft Office to include: WORD, EXCEL and POWERPOINT.
  • Computer skills in state program software such as GEORGIA GATEWAY, NexxPhase, NOVA (formerly known as Maxstar), and KOALA.
  • Ability to manage own time, set priorities, work without direct supervision, and contribute to team atmosphere.
  • Competent to answer questions related to child care quality and health and safety, as well as community resources quickly and accurately.
  • A comprehensive understanding of early care and education settings, as well as both state and community programs and resources for eligible families.
  • Strong knowledge/experience of program development and implementation.
  • Experience working with diverse communities and sensitivity to needs and concerns of various cultural groups.

Physical Position Requirements:

  • The position is home-based with measurable quantitative or qualitative results-oriented standards of performance that are structured to be performed independently of others and with minimal need for support. The ability to speak clearly, to hear and understand at a normal conversational level, and to receive detailed information through verbal communication.
  • Close visual acuity to perform an activity such as: preparing and analyzing data; viewing a computer terminal; extensive reading and visual inspection.
  • Full range of hand and finger motion for data entry purposes.
