General Description

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Position Summary:

The Senior Portfolio Coordinator supports the administration, oversight, and strategic coordination of the Project-Based Voucher (PBV) portfolio within the Housing Choice Voucher (HCV) Division. This position serves as a key liaison between the HCV Division, Housing Finance and Development Division, affordable housing stakeholders, and community partners to ensure effective implementation and compliance of PBV activities.

The Senior Portfolio Coordinator provides operational and compliance oversight related to PBV program administration, PBV waitlist management, contract execution, portfolio monitoring, Davis-Bacon compliance, and Section 3 requirements. This position also provides direct supervision and leadership to PBV Housing Specialists responsible for full case management functions, including eligibility determinations, annual recertifications, interim adjustments, leasing activities, participant moves, and ongoing program compliance.

This role assists with policy implementation, interdepartmental coordination, stakeholder engagement, staff development, and process improvement initiatives that support long-term portfolio success and regulatory compliance. The ideal candidate will possess strong working knowledge of Housing Choice Voucher programs, Low-Income Housing Tax Credit (LIHTC) developments, HUD regulations, affordable housing operations, and supervisory practices.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

Portfolio Coordination & Stakeholder Engagement:

  • Support the administration and coordination of the PBV portfolio and related housing initiatives.
  • Serve as a resource for internal and external stakeholders regarding PBV processes, requirements, and timelines.
  • Coordinate communication between senior leadership, developers, property owners, property managers, service providers, and community partners.
  • Assist with scheduling and tracking pre-HAP contract activities, including inspections, rent comparability studies, and application collection.
  • Facilitate collaborative problem-solving between divisions and external stakeholders to support project progression and compliance.
  • Assist in developing informational materials, presentations, and stakeholder briefings related to PBV operations and requirements.

Monitoring, Reporting & Compliance Oversight:

  • Maintain accurate and current portfolio data, reports, and tracking systems for PBV developments and property statuses.
  • Monitor due diligence milestones, project deliverables, and compliance requirements associated with PBV developments.
  • Prepare recurring portfolio reports and status updates for leadership.
  • Conduct monitoring activities related to Section 3 compliance and other federal program requirements.
  • Assist with oversight of site-based waitlists to ensure alignment with HUD regulations and Agency Administrative Plan requirements.
  • Support audits and compliance reviews related to PBV operations and supportive service requirements.

Contract Administration & Operational Support

  • Assist with the preparation, execution, and monitoring of Housing Assistance Payment (HAP) contracts and related agreements.
  • Monitor departmental deliverables associated with contract execution and project implementation.
  • Support the resolution of contract-related issues and operational challenges.
  • Coordinate with internal departments to ensure timely processing of PBV-related activities.
  • Assist with developing operational procedures and internal controls to strengthen program administration and oversight.

Policy Implementation and Regulatory Compliance

  • Support implementation of PBV policies, procedures, and program guidance in accordance with HUD regulations and Agency policies.
  • Ensure compliance with applicable federal regulations, including 24 CFR Parts 982 and 983, Agency Administrative Plan requirements, and Tenant Selection Plans.
  • Conduct Davis-Bacon compliance monitoring for rehabilitation and new construction projects, including payroll and financial record reviews.
  • Maintain records and documentation related to Davis-Bacon and Section 3 compliance for HUD-funded developments.
  • Assist in improving operational efficiency through process development, organization of shared resources, and streamlined communication practices.

Collaboration & Program Support:

  • Work closely with Housing Development Division staff regarding PBV commitments, development agreements, and project coordination.
  • Support implementation and training efforts related to PBV systems, policies, and operational processes.
  • Assist with HCV operational activities as needed, including coordination related to software systems, eligibility processes, recertifications, and participant moves.
  • Prepare meeting notes, maintain tracking tools, and monitor assigned action items to ensure accountability and timely completion.
  • Participate in special projects and cross-functional initiatives related to affordable housing and rental assistance programs.

Staff Supervision and Waitlist Administration:

  • Supervise and provide leadership to PBV Housing Specialists responsible for full case management functions within the PBV program.
  • Monitor staff performance, workload distribution, productivity, and compliance with HUD regulations, Agency policies, and departmental procedures.
  • Provide guidance, coaching, and technical assistance to staff regarding eligibility determinations, annual recertifications, interim adjustments, leasing activities, participant transfers, and program compliance.
  • Assist with onboarding, training, and professional development of PBV Housing Specialists.
  • Ensure timely and accurate administration of PBV waitlists in accordance with HUD regulations, Agency Administrative Plan requirements, Tenant Selection Plans, and applicable fair housing laws.
  • Oversee site-based waitlist management processes to ensure consistency, transparency, accuracy, and regulatory compliance.
  • Coordinate with property management staff and development partners regarding referrals, admissions, unit turnover, and vacancy management.
  • Monitor occupancy trends, leasing progress, and waitlist utilization to support efficient program administration and portfolio performance.
  • Develop and implement procedures to improve operational efficiency, customer service, and compliance related to PBV waitlist administration and case management activities.

Other duties as assigned

Education and Experience:

  • Bachelor’s degree in Public Administration, Business Administration, Urban Studies, Social Services, Housing Management, or a related field preferred.
  • Minimum of five years of experience in affordable housing, project management, property management, housing program administration, compliance monitoring, or related analytical work preferred.
  • Experience working with HUD-funded programs, PBV, HCV, LIHTC, Section 3, or Davis-Bacon requirements is preferred.
  • Equivalent combinations of education, training, and relevant experience may be considered.

Knowledge Skills and Responsibilities:

  • Knowledge of HUD Housing Choice Voucher regulations and affordable housing program operations preferred.
  • Working knowledge of PBV administration, LIHTC developments, Davis-Bacon requirements, and Section 3 regulations preferred.
  • Ability to interpret federal regulations, policies, and program requirements.
  • Strong organizational skills with the ability to manage multiple projects, deadlines, and priorities simultaneously.
  • Ability to analyze housing program operations and recommend process improvements and policy enhancements.
  • Strong written and verbal communication skills with the ability to communicate effectively with diverse stakeholders.
  • Proficiency with Microsoft Office Suite and housing management software platforms (Yardi preferred).
  • Ability to establish and maintain effective professional relationships with staff, residents, community organizations, developers, and external partners.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as an in-office position.  This position is full-time (40 hours per week) and may require occasional overtime.  Local periodic travel may be required. 

PHYSICAL / SENSORY REQUIREMENTS:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
