The Technical College System of Georgia (TCSG) is seeking highly qualified applicants for their full-time Senior Procurement Officer in the Office Administrative Services. The Senior Procurement Officer of Purchasing serves as a senior-level procurement professional responsible for managing complex and high-value procurements, ensuring compliance with applicable state and institutional requirements, providing procurement guidance and leadership, administering contracts, conducting strategic market research, and supporting continuous improvement of procurement operations. This position supports TCSG Technical Colleges in ensuring that all procurement activities are conducted in a fair, open and competitive manner while promoting fiscal responsibility and operational efficiency. This position is located at the TCSG System Office in Atlanta at 1800 Century Place, Atlanta, GA 30345.
RESPONSIBILITIES
Processes requisitions and purchase orders as needed in GA@WORK for TCSG Technical Colleges.
Conducts bids and Request for Proposals (RFP) by developing specifications/requirements, soliciting evaluating and awarding bids and contracts for products and services for TCSG Technical Colleges
Determines appropriate procurement methods based on dollar thresholds, funding sources, commodity/service requirements, and applicable regulations.
Reviews, negotiates, and administers contracts, amendments, renewals, extensions, and change orders.
Provides guidance, interpretation and instruction on all aspects of purchasing rules and regulations, purchasing processes and overall operation to the Procurement Professional specifically for TCSG Technical Colleges and system office Procurement Officers
Ensures compliance with TCSG policies, DOAS State Purchasing rules, and applicable federal regulations.
Provides support in the resolution of vendor disputes and procurement issues in alignment with DOAS regulations and TCSG procedures.
Maintains effective working relationships with internal staff and departments and external vendors, state entities, and colleges
Maintains knowledge of current trends, developments and commodity markets in the purchasing profession through professional developments training, workshops, seminars, literature and vendor meetings.
Serves as back-up in processing of basic orders as dictated by workload; and
Other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor’s degree in a related field *and*(3) years of work-related experience
Note: Experience may substitute for the degree on year-for-year basis
PREFERRED QUALIFICATIONS
Experience within the Technical College System of Georgia or other state agency
Knowledge of governmental procurement processes
Professional certification such as Georgia Certified Purchasing Associate (GCPA) or Georgia Certified Procurement Manager (GCPM)
TECHNICAL COMPETENCIES
Detailed knowledge and understanding of the State of Georgia Purchasing rules and regulations as stipulated in the Georgia Annotated Code section 50-5, the Georgia Procurement Manual and TCSG rules, policies and procedures.
Experience with competitive solicitation and contract management processes
Ability to develop and prepare technical and/or statistical reports.
Ability to make decisions in compliance with specific rules, regulations, policies and procedures
Ability to gather and analyze technical data.
Ability to work independently with assigned projects
Ability to manage multiple priorities to meet deadlines
Oral and written communication skills
Organizational skills
Skill in the operation of computers and job-related software programs
Skill in interpersonal relations and in dealing with internal and external customers
PHYSICAL DEMANDS/ WORK CONDITIONS
Work is primarily performed in an office environment during standard business hours. Limited remote work may be available in accordance with agency policy and operational needs.
Work performance involves light physical duties, including intermittent sitting, standing, and walking.
Employees must be able to lift up to ten (10) pounds
