GENERAL DESCRIPTION
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. DCA offers a fast-paced, challenging, and dynamic environment that requires attention to detail, pride in the quality of work, and the ability to work as a versatile team player. The State Housing Trust Fund for the Homeless (SHTF) provides funding to support communities in their efforts to reduce and prevent homelessness across the state of Georgia.
The SHTF Grant Finance Specialist supports grant payment processes and provides grant financial reporting for the State Housing Trust Fund for the Homeless grant programs.
The SHTF Grant Finance Specialist reports to the SHTF Director but will be responsible for maintaining strong relationships with the Finance and Accounting team and working closely with program and administrative operations teams to ensure timely execution of payments and fiscal health for the SHTF programs. Under general supervision and according to Generally Accepted Accounting Principles (GAAP), this position performs professional accounting duties that require independent judgement and initiative. The Finance & Program Manager is responsible for maintaining and recording activity related to the SHTF, as well as working directly with the Finance team to prepare relevant journal entries and general ledger reconciliations. This role will also work closely with the Internal Audit team in order to ensure best practices and proactively prevent fraud, waste, and abuse of state funds.
This position will support reimbursement review and payment issuance for all SHTF programs. This may include preparing internal documentation for financial processing or reviewing/auditing as part of existing or new designed payment processes. The position will run financial reports for the SHTF, respond to requests for information/advice, and solve clerical/accounting problems, among other duties relevant to SHTF grant finance.
This position is expected to be a team player, who will take initiative to deliver results for the SHTF. This position is expected to be service oriented, with an ability to balance both operational and fiscal integrity and high quality support for DCA clients so they can provide services to those experiencing homelessness.
Financial Management & Fiscal Oversight (50%)
- Develop, monitor, and execute annual operating budgets and state appropriations in compliance with the internal agency guidance and Governor’s Office of Planning and Budget (OPB) guidelines
- Conduct regular financial forecasting, variance analyses, and expenditure reviews to prevent budget overruns and ensure fiscal integrity
- Manage grant financial lifecycles, including application budget prep, drawdown and reimbursement requests, monthly/quarterly financial reports, and grant closeouts
- Make and, where appropriate, recommendations for process improvements
- Oversee procurement, purchase orders, vendor contracts, and invoice approvals in alignment with internal agency guidance, the State Accounting Office (SAO), and Department of Administrative Services (DOAS) state purchasing regulations
- Serve as the primary point of contact for internal, state, and federal financial audits; establish robust internal controls to mitigate risk
Program Administration & Operations (50%)
- Collaborate with team members, internal partners, and external partners to contribute to new program design
- Direct day-to-day program operations for certain program initiatives, establishing clear goals, timelines, performance metrics (KPIs), and resource allocation plans
- Work with team and internal and external research partners to monitor program effectiveness and outcomes, preparing comprehensive progress reports for agency leadership and external stakeholders
- Oversee contract management and vendor deliverables, ensuring service level agreements (SLAs) and performance benchmarks are met
- Collaborate with team members, internal partners, and external partners to evaluate existing programs and implement continuous process improvements
- May supervise, mentor, and evaluate staff, setting clear goals and providing coaching to ensure accountability and responsive customer service
Qualified Applicants must have the following skills and experience associated with the position:
- Proficiency in Excel and data analysis
- Pattern recognition and strong ability to identify pattern deviance
- Demonstrated experience providing high quality customer service
- Ability to review source documents, such as accounting reports, invoices, reviews, and analyses, and resolves related problems
- Ability to provide support to auditors and other reviewers and perform clerical responsibilities. Responds to requests for information/advice solves clerical/accounting problems
- Ability to communicate effectively, both verbally and in writing
- Ability to meet strict deadlines and collaborate with program managers
- Knowledge of federal, state, and local regulations regarding affordable housing development is preferred but not required.
- Ability to review and process financial reimbursement requests to ensure accuracy and compliance.

Additional administrative duties include:
- Ability to provide technical assistance to sub-recipients and State recipients on payment reimbursement processes
- Ability to assist with developing guidance on State Housing Trust Fund reimbursement procedures
- Ability to review and process financial draw requests to ensure accuracy and compliance.
- Ability to work in a fast-moving, flexible environment and maintain priorities and project management skills
- Support the budget development process
- Monitor SHTF budget and spending and work with leadership to ensure spending aligns with Commission goals

AGENCY SPECIFIC MINIMUM QUALIFICATIONS:
- Bachelor's degree in a related field from an accredited college or university, or
- One year of experience required at the Prgm Consultant 1 (GSP090) level or position equivalent.
POSITION REQUIREMENTS:
A job candidate for this position will be subject to a criminal background check, educational degree check, and reference checks before the extension of a job offer. This position is currently an 80% telework position with an in-office requirement of only 1-2 days per pay period after the first 60 days. Employees must reside in Georgia.
WORKING CONDITIONS (TRAVEL,HOURS,ENVIRONMENT)
This position is currently designated as a hybrid position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
