Job Description:
The Grants and Contracts Manager is responsible for the strategic coordination, administration, oversight, and compliance of all grants and contracts within the Division of Women, Children, and Nursing Services (WCNS). This role requires strong grants, contract and compliance knowledge, procurement experience, and vendor management.
Job Duties and Responsibilities:
Grant Management:
Oversee the full lifecycle of federal, and state, including pre-award planning, application development, award acceptance, and closeout activities.
Serve as the primary liaison between division programs, finance staff, legal, and Division of Finance Grants Management Office regarding grant administration.
Collaborate with Program and fiscal staff to ensure timely and accurate preparation of grant budgets, budget revisions, and financial reporting requirements.
Monitor grant performance to ensure reporting deadlines.
Develop, maintain, and manage a comprehensive Division Grants Calendar to track application deadlines, reporting requirements and deadlines, deliverables, and closeout activities.
Establish and maintain centralized electronic grant files, including award documents, budgets, correspondence, reporting schedules, and supporting documentation.
Work with program staff to coordinate the preparation and submission of programmatic and financial reports to funding agencies.
Provide technical assistance, guidance, and training to program staff regarding grant management procedures.
Support the development and submission of major grant applications, including Title V and other federally funded programs.
Participate in special project at the discretion of leadership.
Contracts Management:
Develops, implements, and manages contracts including the creation, reviewing and routing of Contract Action Requests (CAR), contract shells, amendments, renewals, extensions and terminations.
Provides technical guidance and consultation to Division staff regarding contract development, preparation of contract proposals to ensure consistency with contract policies and procedures.
Collaborate with finance and procurement staff to develop requisitions and ensure contract-related expenditures align with approved budgets and funding requirements.
Provides technical assistance and support to vendors related to contract deliverables and invoice processing.
Establish planning schedules and checkpoints to ensure timely contract actions.
Maintain record system to track contract activities and timelines.
Maintain a working knowledge of applicable state and agency procurement rules, and Georgia Procurement Manual.
Track and report on key procurement and contracting performance indicators to support management decisions.
Identify trends, best practices, and variances in contract performance, offering recommendations to improve operational efficiency and vendor relationships.
Support audits, reporting, and internal reviews by providing contract documentation and status updates, as required
Assist new suppliers in obtaining a supplier ID.
Review and process completed Supplier Change Request Forms.
Develops and maintains business relationships with internal and external customers.
Contract Monitoring:
Assist with development of a contract monitoring process
Training & Development:
Provide training and technical assistance to Division staff on contract administration processes, compliance requirements, and best practices.
Provide ongoing task guidance and training for team members to enhance their performance and ensure effective contract management.
Preferred Qualifications:
3+ year contracting and procurement experience in the public sector
Proficiency in Microsoft Office applications including Excel, Word, Outlook, PowerPoint, SharePoint
Verifiable experience in State of Georgia Vendor Management, Procurement and Contract/Grant Administration.
Certification through the Georgia Department of Administrative Services (DOAS), State Purchasing Division (SPD) as a Georgia Certified Procurement Manager (GCPM)
Possess expertise in the Georgia Procurement Manual and related regulations and be proficient with relevant software systems such as Workday, Jaggaer and the Microsoft Office Suite

Minimum Qualifications:
