State 911 GIS Project Manager

Georgia Emergency Communications Authority (GECA)
Assigned to the Georgia Geospatial Information Office (GIO)

Position Summary

The Georgia Emergency Communications Authority, in partnership with the Georgia Geospatial Information Office, is seeking a highly strategic, collaborative, and technically skilled professional to serve as the State 911 GIS Project Manager.

This position is a GECA employee position assigned to support statewide geospatial initiatives led through the GIO to advance and sustain Next Generation 911 (NG911) implementation across Georgia. The State 911 GIS Project Manager will coordinate statewide GIS operations, mapping initiatives, data validation, public safety geospatial standards, and stakeholder collaboration supporting emergency communications systems and statewide operational readiness.

The position serves as the primary liaison between state agencies, local governments, Public Safety Answering Points (PSAPs), regional commissions, emergency management organizations, utilities, telecommunications providers, vendors, federal partners, and the broader geospatial community to ensure GIS data accuracy, compliance, interoperability, and operational effectiveness for Next Generation 911 systems.

This role will support statewide GIS coordination involving addressing, road centerlines, emergency service zones (ESZ), land use and land cover (LULC), framework datasets, geospatial change analysis, infrastructure awareness, resilience initiatives, and emergency response operations. The position offers a unique opportunity to help shape Georgia’s statewide Next Generation 911 capabilities with long-term operational and strategic impact.

GECA retains administrative authority and oversight of the position, while day-to-day work direction and operational coordination will be managed in alignment with GIO statewide Next Generation 911 objectives.

Essential Duties and Responsibilities

Project Management & Program Coordination

  • Lead and coordinate statewide GIS initiatives supporting Next Generation 911 implementation and ongoing operations.
  • Develop project plans, schedules, milestones, budget input, performance measures, and operational priorities.
  • Coordinate cross-functional teams consisting of GIS professionals, PSAP personnel, IT staff, consultants, vendors, and government partners.
  • Monitor project progress, identify risks, and ensure timely completion of project objectives, project goals, implementation targets, project commitments and assigned work products.
  • Prepare executive briefings, reports, documentation, presentations, and operational updates.
  • Support statewide strategic planning, governance initiatives, and long-term operational sustainability efforts.

GIS & Next Generation 911 Operations

  • Oversee development, maintenance, validation, and governance of statewide GIS datasets supporting Next Generation 911, including:
    • Address points
    • Road centerlines
    • PSAP boundaries
    • Emergency Service Zones (ESZ)
    • Jurisdictional boundaries
    • Land use and land cover datasets
    • Other statewide framework GIS layers
  • Coordinate GIS data uploads, validation, quality assurance, and remediation activities with local governments and PSAPs.
  • Ensure compliance with state and national Next Generation 911 standards, including National Emergency Number Association (NENA) requirements.
  • Support GIS integration with Computer-Aided Dispatch (CAD), Automatic Vehicle Location (AVL), emergency communications platforms, and enterprise GIS systems.
  • Assist with geospatial analysis, mapping products, dashboards, imagery interpretation, geospatial change analysis, and decision-support tools.
  • Participate in field verification, GPS data collection, and spatial accuracy improvement activities.
  • Support development of GIS standards, workflows, governance structures, and quality control procedures.

Stakeholder Coordination & Outreach

  • Serve as the statewide point of contact for Next Generation 911 GIS coordination activities.
  • Build and maintain collaborative relationships with local governments, emergency management agencies, law enforcement, fire services, EMS organizations, regional commissions, utilities, academia, telecommunications providers, NGOs, and federal partners.
  • Provide technical guidance and advisory support regarding GIS standards, mapping requirements, and implementation readiness.
  • Facilitate meetings, workshops, training sessions, outreach activities, and stakeholder working groups.
  • Communicate technical information effectively to both technical and non-technical audiences.

Vendor, Contract & Grant Support

  • Coordinate with software vendors, consultants, and service providers supporting Next Generation 911 systems and GIS infrastructure.
  • Assist with procurement activities, contract administration, technical evaluations, and vendor performance oversight.
  • Support grant management, reporting requirements, funding initiatives, and compliance documentation associated with statewide GIS and Next Generation 911 programs.

Emergency Operations & Additional Duties

  • Support statewide emergency operations (including but not limited to) geospatial coordination activities during incidents and activations.
  • This position may be assigned a role during activation of the State Operations Center (SOC).
  • Perform additional duties and special projects as assigned.

Minimum Qualifications

Education

Bachelor’s degree from an accredited college or university in Geographic Information Systems (GIS), Geography, Planning, Emergency Management, Environmental Science, Public Administration, Engineering, Computer Science, Information Systems, or a closely related field.

Equivalent combinations of education and experience may be considered.

Experience

  • Minimum of five (5) years of progressively responsible experience supporting enterprise GIS, statewide geospatial initiatives, emergency management, public safety GIS, infrastructure planning, land use/land cover programs, or related operational programs.
  • Minimum of three (3) years of project management or program coordination experience involving complex, multi-stakeholder initiatives.
  • Experience supporting Next Generation 911 GIS workflows and data validation processes preferred.
  • Land Use/Land Cover (LULC) certification or demonstrated experience supporting LULC programs and geospatial change analysis.

Knowledge, Skills & Abilities

  • Strong knowledge of GIS principles, spatial data management, geospatial analysis, and enterprise GIS operations.
  • Proficiency with Esri ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and related GIS technologies.
  • Familiarity with Next Generation 911 architecture, Next Generation 911 standards and GIS data validation tools
  • Knowledge of framework GIS datasets, imagery, elevation, hydrography, transportation, addressing, parcels, and land use/land cover concepts.
  • Understanding of GIS quality assurance, database management, GPS workflows, digitizing, COGO, and spatial data governance.
  • Ability to coordinate statewide initiatives involving multiple agencies and stakeholders.
  • Strong organizational, analytical, leadership, communication, and problem-solving skills.
  • Ability to manage multiple priorities and operate effectively in a fast-paced environment.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and related business applications.
  • Ability to travel statewide, overnight, and nationally as required.
  • Position will be assigned a state vehicle for travel.

Preferred Qualifications & Certifications

Preferred candidates may possess one or more of the following:

  • Master’s degree in GIS, Geography, Planning, Emergency Management, Public Administration, Engineering, Computer Science, or related field.  
  • Geographic Information Systems Professional (GISP) certification.
  • Project Management Professional (PMP) certification.
  • Esri Technical Certification.
  • NENA Emergency Number Professional (ENP) certification.
  • Experience developing statewide governance frameworks, enterprise GIS integrations, dashboards, APIs, cloud-based GIS systems, or geospatial operational platforms.
  • Experience supporting procurement development, technical specifications, vendor evaluations, and contract administration.
  • Experience working with state agencies, local governments, PSAPs, or emergency communications environments preferred

Salary $75,000 Annually

Working Conditions & Physical Requirements

  • Primarily office-based with periodic statewide travel.
  • May require attendance at meetings, conferences, trainings, or emergency operations outside normal business hours.
  • Ability to work under pressure during emergency situations and critical project deadlines.
  • Ability to sit for extended periods and operate computer equipment.
  • Ability to occasionally lift or carry materials up to 50 pounds.

Organizational Alignment

The State 911 GIS Project Manager position is employed by the Georgia Emergency Communications Authority within the Georgia Emergency Management and Homeland Security Agency.

The position is assigned to support statewide Next Generation 911 geospatial initiatives coordinated through the Georgia Geospatial Information Office within the Georgia Department of Community Affairs.

GECA maintains administrative authority, employment oversight, and operational accountability for the position. Unless otherwise specified by GECA leadership Day-to-day project coordination, work prioritization, and statewide GIS operational support will be conducted in collaboration with GIO leadership and statewide Next Generation 911 objectives.

Minimum Qualifications:

High school diploma/GED and one (1) year of professional level experience related to the area of assignment.
