Job Description:
Directs and coordinates functional/technical training strategy for an agency. Ensures standards are met for end-to-end learning and development. Oversees training and learning outcomes in relation to functional and/or technical training activities. May design, develop and deliver training as needed. Directs subordinate managers and staff.
Supervise the HIV Perinatal Coordinator to facilitate linkages and resources for mother and baby where applicable, in addition to the Statewide Assistance Linkage Coordinator and subordinate linkage staff.
Oversee the contract monitoring and budget development for all HIV prevention funded linkage activities of (18) eighteen health districts.
Create and maintain a Statewide Linkage protocol standard operating procedures document in conjunction with program leadership that has standardized linkage activities across the state, including public and private sectors, regardless of funding source.
Work with Georgia Department of Corrections (GDC) linkage staff to provide guidance and technical assistance with linkage for ex-offenders being release from state prison system.
Monitor linkage data reports for Pre-Release Linkage Program under GDC contract and help facilitate linkage support across the state for those ex-offenders being released with limited resources.
Collaborate with Regional Prevention Coordinator, Care District Liaisons, HIV Data Team, HIV Surveillance, and STD Partner Services (PS) staff to monitor linkage and perinatal procedures across various funded statewide linkage navigation initiatives.
Provides direct training and technical assistance to the additional support CBOs, including giving guidance on establishing data collection standards and adhering to state reporting requirements.
Assist with monitoring of MAI linkage activities for HIV Ryan White Part B Care funded linkage positions and facilitate site visits with District Liaison staff.
Review existing linkage protocols for HIV positive pregnant women and assist with follow up procedures for prenatal and HIV primary care both before and after delivery to prevent vertical transmission.
Collaborate with SENDSS IT, HIV Deputy Director, STD program and HIV Surveillance to build and maintain the statewide electronic data system that captures engagement and retention into HIV care and support services for individuals identified as HIV positive in the public health systems throughout Georgia’s Health Districts.
Responsible for updating HIV program page on DPH website beyond linkage activities and HIV Self-Testing website for end-users and internal program changes.
Preferred Qualifications:
Completion of a Bachelors or Master's degree in Public Health, Social Work, Communication or a field related to the area
Experience in HIV/AIDS programs at state and local levels within high-risk communities and populations
Experience supervising staff, building teams and demonstrated leadership abilities
Knowledge of CDC grants, the Community Planning process, HIV Counseling and Testing, Program Monitoring and Evaluation, and Prevention for Positives, Condom Distribution, PrEP, nPeP, and HIV Care Continuum

Minimum Qualifications:
