JOB SUMMARY : Leads and assists in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves as an assistant office head to professionals providing professional support in one or more areas listed.

PRIMARY DUTIES & RESPONSIBILITIES:

Under broad supervision, oversees the planning, development, deployment, support, and maintenance of the statewide IT Infrastructure and platform engineering ecosystems to meet the operational and strategic needs of divisions and offices within the Department. The incumbent manages platform engineering teams dedicated to enabling, streamlining, and supporting modern application deployments across both enterprise on-premises environments and cloud architectures. Oversees enterprise database deployment, administration, and continuous operational support, specifically governing Microsoft SQL Server and Oracle environments. Directs hybrid platform lifecycles, leading migration initiatives from legacy on-premises systems to secure cloud infrastructure while ensuring high availability, performance, and disaster recovery standards.

In addition to core server, cloud, and database platforms, this role directly oversees specialized infrastructure support teams responsible for statewide physical access control systems, enterprise mobile device (cell phone) lifecycle management, and mission-critical public safety radio communications networks. Leads infrastructure projects across their full lifecycle-from initiation and architectural alignment through procurement, testing, implementation, and ongoing sustainment-ensuring formal IT project management standards, state compliance, and change management controls are strictly executed. Directs operational budgets, coordinates vendor and implementation partner relationships, and manages staff performance, professional development, and resource allocation across multidisciplinary infrastructure and support teams.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

ENTRY QUALIFICATIONS:

Associate degree in a related field and experience in a managerial or supervisory role; OR one (1) year of experience at the lower-level Mgr 2, IT/Transport Specialist or position equivalent.

AGENCY SPECIFIC QUALIFICATIONS:

• Minimum ten (10) years of experience in an Information Technology leadership or supervisory role managing technical infrastructure, platform engineering, or enterprise operations teams.
• Extensive knowledge of core IT infrastructure domains, including platform engineering for application delivery, cloud environments, enterprise database management (SQL Server and Oracle), and systems administration.
• Demonstrated hands-on and managerial experience delivering projects through on-premises to cloud migrations, infrastructure modernization, and hybrid systems integration.
• Demonstrated track record managing specialized communication and security operational services, such as enterprise mobile fleet management, public safety two-way radio networks, or physical access control systems.
• Strong IT project management experience with the ability to define scopes, manage cross-functional deliverables, balance operational trade-offs, and track budget/schedule constraints.
• Demonstrated strong leadership capabilities, with proven success in coaching, motivating, and directing technical personnel to achieve organizational and agency-wide objectives.
• Deep analytical and operational troubleshooting skills to prioritize incident resolution, conduct root-cause analysis, and streamline platform efficiency.
• Possesses strong written and verbal communication skills with the ability to articulate technical concepts, policies, and strategic roadmaps to executive leadership, technical staff, and non-technical stakeholders effectively.
• Demonstrated commitment to delivering high-quality, customer-centric support and reliable service-level agreements (SLAs) across enterprise operations.

AGENCY PREFERRED QUALIFICATIONS:

• Fifteen (15) or more years of progressive experience in an IT leadership role overseeing complex, multi-site infrastructure operations.
• Demonstrated experience leading platform engineering or DevOps teams utilizing automated CI/CD pipelines, and supporting application deployment lifecycles.
• Demonstrated experience architecting and operating major enterprise cloud environments (e.g., AWS, Microsoft Azure, or Google) alongside legacy data center infrastructure.
• Direct supervisory experience leading various teams with multiple delivery objectives.
• Formal project management or service delivery certifications (e.g., PMP, ITIL v4, or equivalent).
• Proven success in organizational change management, workforce development, and establishing cross-functional alignment between application development teams and infrastructure support units.
• Demonstrated ability to integrate emerging infrastructure technologies to drive operational resilience, security posture, and cost efficiencies across public-sector operations.
