The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:
The Unit Director of Artificial Intelligence (AI) Enablement serves as the primary bridge between enterprise AI strategy and execution, leading the identification, evaluation, incubation, and scaling of high-impact AI solutions that improve government operations and citizen services.
The position builds enterprise AI enablement capabilities that advance responsible, measurable, and scalable adoption; cultivates innovation through partnerships with agencies, universities, startups, technology companies, and public-sector organizations; and transforms promising AI concepts into measurable business outcomes aligned with enterprise governance and responsible AI principles.
ROLES AND RESPONSIBILITIES:
Specific responsibilities include, but may not be limited to, the following:
AI Enablement & Innovation Strategy
- Develop and execute Georgia’s statewide AI enablement and innovation roadmap.
- Identify emerging AI technologies and high-impact opportunities that improve government operations and citizen services.
- Establish strategic priorities for responsible AI experimentation, adoption, and scale.
- Maintain a portfolio of AI opportunities aligned with enterprise priorities, governance requirements, and responsible AI principles.
Horizons Innovation Lab
- Lead proof-of-concept initiatives, pilots, and controlled AI experimentation.
- Establish methodologies that accelerate innovation while appropriately managing risk.
- Evaluate pilot outcomes, business value, and organizational readiness for broader adoption.
- Transition successful AI solutions from experimentation to scalable enterprise implementation.
Agency Engagement & Enablement
- Partner with state agencies to identify, assess, and advance high-value AI use cases.
- Facilitate innovation workshops, discovery sessions, and design-thinking engagements.
- Build multidisciplinary teams to support AI solution development and implementation.
- Provide strategic consultation to agency leaders on AI readiness, adoption, and implementation.
AI Product & Portfolio Management
- Manage and prioritize the statewide AI innovation and enablement portfolio.
- Evaluate initiatives based on business value, feasibility, risk, scalability, and strategic alignment.
- Develop business cases, executive recommendations, and implementation strategies.
- Establish performance measures to track adoption, outcomes, benefits realization, and return on investment.
Strategic & External Partnerships
- Build partnerships with universities, research institutions, startups, technology companies, and public-sector organizations.
- Develop collaborative research, innovation challenges, and pilot opportunities that accelerate responsible AI adoption.
- Identify grants, funding opportunities, and strategic resources that support AI innovation.
- Represent Georgia in national AI, emerging technology, and government innovation forums.
Team Leadership and Cross Functional Coordination
- Directly manage Enablement Unit, setting priorities, goals, and performance expectations.
- Foster a culture of operational excellence, clarity, collaboration, and continuous improvement.
- Enable strong coordination between technical, policy, legal, and product/program teams to support end-to-end execution.
Support
- Perform all other duties as assigned.
CORE Competencies
- Strong technical knowledge of modern AI/ML and generative AI architectures, frameworks, infrastructure, and cloud services, with the ability to design and lead production-grade AI solutions.
- Hands-on understanding of LLMs, multimodal models, RAG architectures, embeddings and vector databases, agentic systems, tool/function calling, structured outputs, model evaluation, fine-tuning, prompt engineering, and AI orchestration.
- Knowledge of frameworks and platforms such as OpenAI/Anthropic APIs, and major cloud AI services (AWS, Azure, or GCP).
- Ability to connect AI opportunities to operations needs, service delivery improvements, efficiency, and organization value.
- Knowledge of AI technologies, frameworks, tools and services that help agencies adopt AI effectively and consistently.
- Exceptional leadership, strategic thinking, and stakeholder management skills.
- Ability to navigate complex environments and drive cross-functional collaboration.
- Ability to apply AI principles, risk management, privacy, security, transparency, and human oversight throughout the AI lifecycle.

- Ability in delivering articulate and persuasive written and verbal presentations to individuals or audiences; adept at active listening and adeptly clarifying information; adept at encouraging an open dialogue and cultivating an environment of transparent communication. Proficiency in articulating written information and ideas with clarity, persuasion, and organization.

AGENCY SPECIFIC QUALIFICATIONS:
Minimum Qualifications (Education/Experience):
- Bachelor’s degree in public administration, business, computer science, information technology, or a related field AND seven (7) years of progressively responsible leadership experience in innovation, digital transformation, product management or technology strategy, or related field WITH three (3) years of responsible experience in AI-enabled solutions AND
- Experience with frameworks and platforms such as OpenAI/Anthropic APIs, and major cloud AI services (AWS, Azure, or GCP).
- Experience managing complex, cross-functional initiatives in government or large organizations.
- Experience applying knowledge of artificial intelligence technologies and enterprise digital transformation to business or operational challenges.
- Experience developing business cases, prioritizing technology investments, and measuring business value, operational impact, or return on investment.
NOTE: An equivalent combination of education and job-specific experience may be substituted on a year-over-year basis.
Preferred Qualifications: (Preference will be given to candidates who demonstrate some or all the following skills/experience):
- Master’s degree in Public Administration, Business Administration, Computer Science, Information Technology, Data Science, Innovation Management, or a related field.
- Experience working within state government, the public sector, or another highly regulated and complex organizational environment.
- Experience working with universities, research institutions, or startup ecosystems.
- Knowledge of AI platforms, cloud technologies, and emerging technologies.
- Relevant professional certifications in artificial intelligence, project or program management, product management, change management, cloud technologies, innovation, or related disciplines.
COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:
Office Location: 47 Trinity Ave, Atlanta GA (Fulton County)
Worker Type: Hybrid – (in-office: 2-3 days per week)
Target Hiring Salary: $120,000
