Job Opening: Purchase/Procurement Supervisor (FEP023)
Annual Salary: $65k-$70k
Examples of Duties: Supervises, guides, and/or instructs the work assignments of staff. Develops, coordinates, and monitors the agency purchasing, supplier management process, agency purchasing card program, and contract and bidding process throughout the procurement cycle. Plans and executes procurement strategies to maximize customer satisfaction and minimize cost. Develops and maintains effective working relationships with internal and external stakeholders. Serves as subject-matter expert.
Primary Duties & Responsibilities
- Supervises and plans the work of staff in performing purchasing and procurement responsibilities. Provides staff with clear performance expectations and objectives. Tracks and reviews established metrics to provide constructive feedback and evaluate the performance of staff. Identifies training and/or development opportunities for assigned staff
- Coordinates contract development, negotiation, administration and renewal processes.
- Evaluates and monitors contract performance to ensure compliance with contractual obligations and to determine need for changes.
- Coordinates and oversees competitive solicitations processes, including Request for Quotes (RFQs), Invitation to Bid (ITBs), and Request for Proposals (RFPs) by developing, soliciting, and awarding contracts for products and services.
- Supervises and plans the work of staff in performing procurement responsibilities. Identifies training and/or development opportunities for assigned staff.
- Serves as central point of contact for vendors. Establishes and maintains communication and working relationships with vendors. Answers protests and/or vendor questions for specific solicitations in accordance with established timeframes. Ensures that customer service standards are met in all procurement activities.
- Develops and maintains professional knowledge of the procurement field. Complies with the Georgia Procurement Manual, procurement rules, and regulations. Understands legal implications and possible complications. Identifies and attends appropriate training related to procurement field.
Minimum Qualifications: Associate degree in accounting or business or a directly related field from an accredited college or university and four (4) years of job-related experience in a procurement environment, which included one (1) year in a lead worker, team leader, or supervisory role; OR Technical diploma in accounting or business from an accredited college or university and five (5) years of job-related experience in a procurement environment which included one (1) year in a lead worker, team leader, or supervisory role; OR two (2) years of experience at the lower level Procurement Agent 3 (FEP022) or position equivalent.
Preferred Qualifications: State of Georgia purchasing experience; experience with state purchasing card program; experience with state contracts and the state competitive solicitation process.
Georgia Certified Purchasing Associate (GCPA); Georgia Certified Purchasing Card Associate (GCPCA); knowledge of WorkDay ERP system
Minimum Qualifications:
